Specifications include, but are not limited to: assist and guide in the development and execution of two (2) 14 CFR Part 139 required Mass Casualty Incident/Full-Scale Exercises (Triennial Exercises) for the Cyril E. King Airport (STT) and the Henry E. Rohlsen Airport (STX). The qualified firm must have experience in the development and execution of a Federal Aviation Administration (FAA) required Full-Scale emergency exercise that includes participation from a 14 CFR Part 139 certificated airport authority (as lead role) that will be supported by external companies (support), agents (support), jurisdictions (support), and the public (support). Qualified firm must also have successfully guided a 14 CFR Part 139 certificated airport authority through the FAA required Full-Scale Exercise (FSE) process and evaluation. Responsible firm would also be accountable for the development of terminal evacuation plans that identify fire, tsunami, incendiary, and hazardous materials evacuations for both the Cyril E. King(STT) and Henry E. Rohlsen (STX) Airports. Terminal evacuation plans must also include physical maps and rally points. Evacuation plans must also account for the repatriation of facilities.; Scope of work also includes National Incident Management Systems (NIMS) instructions and training in the sections ICS 300 Intermediate Command System and ICS 400 Advanced Command System. NIMS instruction and training must be provided to VIPA employee exercise participants that includes Airport Rescue and Fire Fighting (ARFF), VIPA Law Enforcement Officers (VIPA-LEO), Managerial staff, and Executive members of the authority. Full-Scale Exercise (FSE) development must utilize guidance principles associated with the Federal Aviation Administration (FAA), Federal Emergency Management Agency (FEMA), and Transportation Security Administration (TSA) guidelines. Moreover, all established emergency exercise development principles and protocols must be followed.
