Specifications include, but are not limited to: The Government of the United States Virgin Islands, (hereinafter "GVI" and/or the ‘'Territory"), through the Department of Property and Procurement, (hereinafter "DP&P") on behalf of the Department of Health, hereinafter "DOH" and/or "The DOH" is issuing this Request for Proposals (RFP) to solicit proposals from qualified vendors to build, implement, and operate a Virgin Islands Universal Data Warehouse (VIUDW) with Public Health and Clinical Decision Support capabilities. To build, implement, and operate a software as a service‒based (SaaS-based) a fully replicated, turnkey Virgin Islands Universal Data Warehouse (VIUDW) that includes both a robust decision support tool and the ability to ingest and store information from various care management vendors, payors, providers, and other sources and can seamlessly support and ingest data tied into the future HIE. The platform must • be multi-tenant in nature and functionality with a report writing tool and a data dictionary to enable a self-sufficient operation post-go live. • The VIUDW will provide a comprehensive healthcare technology infrastructure that can connect and share data with entities that include, but are not limited to hospitals, providers, Federally Qualified Health Centers (FQHCs), community health clinics, individual providers, and territorial agencies. The VIUDW will have the ability to accept direct feeds from the Territory’s Medicaid Management Information System (MMIS), pharmacy benefits manager (PBM), Cigna, and United Health Care as directed by the DOH or the DHS With a defined integration framework. • Providing the US Virgin Islands with the ability to capture and warehouse virtually all available electronic healthcare data for Medicaid members ― claims, clinical, lab, pharmacy, public health data, and life circumstance intelligence metrics/social determinants of health (SDoH) as available― and store the information in a single uniform repository. The platform will have the capacity to ingest data from all identified stakeholders as provided by DOH and DHS, facilitate data access and connectivity, and support the Territory with a flexible, decision support and reporting solution.
