Specifications include, but are not limited to: The primary and ongoing responsibility of the employee will be to oversee and manage the Right of Way Program for the Territory of the U.S. Virgin Islands. This responsibility also encompasses the reviewing of appraisals on Federal-aid projects in accordance with the Appraisal Guide and Federal Regulations 49 CFR Sec. 24.104. The reviewer will determine the approved estimate of just compensation which is reasonably supported by an accepted appraisal. This determination will be set forth in a signed written statement which identifies the appraisal report reviewed and will contain whatever explanation that is necessary to support the recommended value. In the case of a partial taking, damages or benefits, if any, to the remaining property shall also be identified in the review appraisal statement.
