Specifications include, but are not limited to: a. The Pre-Construction Phase: The Pre-Construction phase shall include a Design Phase in which the firm will assist the VIDE with; 1) testing; 2) budget and cost estimating support, including cost estimate reviews, project budget updates, and cost adjustment sessions; 3) project status reports; 4) schedule control; 5) change management;6) bid analysis; 7) Pre-Construction Conference(s) Project Kick-off; 8) Permits, Fees, Agency, and Code Reviews; and 9) review of monthly payments. b. The Construction Phase: Within the Construction phase, the selected proposer must provide professional services and assist the VIDE with 1) furnishing of all labor, materials and equipment required for the project management and construction administration of the improvements for such Project; 2) Move-Out Coordination; 3) Contract Administration; 4) Submittal Procedures; 5) Requests for Information (RFI); 6) Shop Drawings and Other Submittals; 7) Job Site Meetings; 8) Coordination of Technical Inspection and Testing; 9) Site Visits; 10) Nonconforming Work; 11) Exercise of Contract Prerogatives; 12) Master Schedule; 13) Construction Progress Review; 14) Monthly Construction Schedule Updates; 15) Monthly Contractor Payment; 16) Monthly Construction Payment Reports; 17) Change Order Processing; 18) Negotiation of Change Order Costs and Time Extensions; 19) Force Account Records; 20) Change Order Reports; 21) Contractor Claims; 22) Equipment Instruction Manuals; 23) Record Documents; 24) Training Sessions; 25) Substantial Completion; 26) Final Completion; 27) Occupancy Permit and Green Tags; 28) Move-in Coordination; 29) Final Project Report; 30) Warranty Observations; and 31) Permanent Records.
