The asphalt binder shall be a Performance Grade (PG) binder meeting the requirements of AASHTO M320, “Standard Specification for Performance-Grade Asphalt Binder”. The aggregate used in the HMA mix shall be a dense-graded aggregate suitable for patching and meet the requirements of AASHTO M323 or equivalent. 1. Hot Mix Asphalt (HMA) for Patching: a. Grade: PG 64-22 b. Aggregate Size (Nominal Maximum Aggregate Size NMAS): 9.5 mm (3/8 inch) or 12.5 mm (1/2 inch) o Aggregates shall be durable, sound, clean, and have sufficient angularity and surface texture to provide good internal friction and resist stripping. Aggregates shall be free from excessive dust, clay balls or other deleterious materials. o Aggregate shall have a dense gradation curve falling within the control points specified by AASHTO M323 for the chosen NMAS. c. Binder Content: Between 5% to 6.5% by total mix weight, optimized for the specified aggregate, as determined by the approved JMF. d. Discharge Temperature: HMA shall be discharged from the mixing plant at a temperature consistent with the JMF, typically between 290°F and 325°F to ensure proper workability and compaction. The temperature of the HMA upon pickup at the plant shall not be less than 260°F. e. Conformance: o The respondent(s) shall provide certification from the binder manufacturer for each lot of asphalt binder used in the mix, confirming the PG grade and compliance with all AASHTO M320 requirements. o The respondent(s) shall ensure that the HMA material consistently meets all specified requirements of the JMF and this scope. o Tolerances: The asphalt binder content in the produced mix shall not deviate from the JMF target by more than ±0.4%. Gradation tolerances shall conform to AASHTO M323 for the specified mix type. 2. Upon request by the Government, the respondent(s) shall supply asphalt in full truckload quantities, as requested per instance. The minimum order quantity per instance shall be one full truckload. The specific tonnage of a full truckload will be based on the capacity of the Government’s designated pickup vehicle, to be communicated at the time of order. 3. After pickup and acceptance of the asphalt load at the plant, the respondent(s) shall supply a certified weight ticket for each load that shall include the following: a. Supplier information, to include Company name, logo, plant address and contact information b. Unique ticket number c. Date the load was supplied d. Asphalt mix information (e.g., "Patching Mix, 12.5mm NMAS, PG 64- 22") and load quantity in tons e. Confirmation that required Quality Control (QC) testing for this mix has been performed by the supplier's lab. f. Total cost of asphalt supplied for that load g. Signature of Plant Technician/representative h. Signature of batch acceptance by a DPW representative
