The Virgin Islands Workforce Development Board (VIWDB) is issuing this Request for Proposal (RFP) to identify, through competitive selection, a single entity or consortium of entities to provide comprehensive workforce development services under Title I of the Workforce Innovation and Opportunity Act (WIOA). This includes serving as the One-Stop Operator (OSO), including leading the planning and implementation of an annual statewide workforce convening, and serving as the provider of WIOA Title I Adult and Dislocated Worker Services. The VIWDB seeks a highly qualified entity to manage and coordinate all WIOA Title I service delivery, including the operation of the One-Stop system, ensuring streamlined and integrated services for both job seekers and business customers.
