Specifications include, but are not limited to: The RFP intends to have firms with demonstrated industry experience specifically address the services required and provide a well-considered price proposal for those services. The Office of Cannabis Regulations is seeking technology providers who will provide the following (not listed in order of preference): 1. Cloud-Based, Public facing portal which allows for the submission of licensing applications (Patient, Caregiver, Practitioner, Agent Identification Card) 2. User ability to upload multiple documents per application 3. Issuance of a unique identification number for each license 4. Ability to integrate with external systems, including Tyler Munis ERP and Seed to Sale Systems 5. Email notifications and reminders for applicants and licensees. 6. Backend Workflow capability to process applications, including multi-step reviews, approvals, querying, and license issuance. 7. Database to query and develop ad-hoc reports 8. HIPAA-compliancy 9. Digital licenses (PDF, Apple Wallet, Google Wallet, and/or other services) 10.Responsive design 11.Ability to be tailored and/or explicitly amended to Virgin Islands Cannabis Rules and Regulations 12.Password Management 13.Front-facing access for Law Enforcement Agencies and Dispensaries to check the card status at the time of inquiry of a Cannabis licensee 14.Assigned Program Manager to provide technical assistance to OCR staff 15.Online / Virtual Training for OCR staff 16.Implementation to be executed within three months of contract agreement
