1.1 Professional Services Contractual Support • The Consultant shall provide expert support for the acquisition of professional services, encompassing architecture, professional engineering, landscape architecture, land surveying, and other contractual services in support of the Department’s capital projects. • The Consultant shall, upon proper authorization, assist DPW in the following areas of contractual support: i. Development of comprehensive scopes of work, specialized contract provisions, and detailed project concept reports. ii. Development of realistic and achievable milestone schedules outlining time relationships for service performance and ensuring effective coordination among various project entities. iii. Development of robust contract and procurement documents, including Requests for Proposals (RFP), detailed Scope Packages, Addenda, Supplemental Amendments, and Task Work Orders. iv. Preparation for, coordination of and/or conduction of Scope of Services meetings, accurately preparing and distributing official meetings. v. Rigorous review and evaluation of fee proposals for fairness, completeness, and adherence to established guidelines. vi. Review and evaluation of all pertinent information relative to the acquisition of professional and construction services, providing expert recommendations. vii. Review and determination of the validity of consultant claims for extra work and/or extensions of time for performance of services, providing objective analysis and recommendations. viii. Development, review, and documentation of supplemental agreements for extra work or Amendments, such as Extensions of Time for performance of services. ix. Providing other professional services contractual support as necessary to ensure efficient procurement processes. 1.2 Project Management Support and Coordination • The Consultant shall provide comprehensive project management support, ensuring projects are delivered on time, within budget, and to the required quality standards. • The Consultant shall assist DPW in developing and implementing project management plans, including scope, schedule, budget, risk, and communication plans
