Ferry Boat Operation • Providing safe, reliable, and efficient ferry service on a regular schedule. • Ensuring compliance with all applicable maritime laws, regulations and safety standards. • Maintaining the ferry boat in a clean and well-maintained condition. • Providing necessary crew members, including captain, deckhands, and engineers. Passenger Services • Ensuring the comfort and safety of passengers during the ferry ride. • Providing basic amenities and services to passengers. • Ensuring ADA compliance. Maintenance and Repairs • Scheduling and conducting regular maintenance and repairs on the ferry boat. The operator shall pay all costs of operation and maintenance, plus insurance and all other costs associated with operation of the vessel. • Responding promptly to any mechanical or operational issues. • Operator should maintain compliance with DPW’s preventive maintenance plan, and the Manufacturer’s handbook. Inspection & Vessel Delivery • Participation in dock trials, sea trials, or any other applicable inspections of new ferry boat at manufacturer yard in Louisiana. • Participation in commissioning and delivery of ferry to the Territory. Ticket Sales and Reservations • Implementing and maintaining a system for ticket sales and reservations. • Collection of all passenger fees and fares, as authorized by the Public Services Commission. • Maintaining a detailed accounting record of all fees and fares. • Providing clear and accurate information to passengers regarding schedules, fares, and policies. Advertising Services • Scheduling and Managing advertising services on board the vessel. Revenue Cost Share • Each proposer must include in their proposal a plan for revenue share with the Government of the Virgin Islands. Operator Qualifications • The Operator must have a proven track record of providing safe and reliable ferry services. • The Operator must possess all necessary licenses, permits, and certifications required to operate the ferry boat. • The Operator must have a team of qualified and experienced crew members.
