1. Drug Testing Services (Accredited Laboratory & Supply Management) 1.1 Laboratory Testing Services • Specimen Receipt and Processing: The Contractor shall efficiently and securely receive, log and process all urine, oral fluid, and/or hair specimens collected by DPW’s certified personnel. Emphasis shall be placed on maintaining an impeccable chain of custody integrity from the point of collection to the final analysis. • Comprehensive Panel Testing: The Contractor shall provide laboratory testing for all standard and extended drug panels, as mandated by DPW policy or applicable federal regulations. • Confirmatory Testing Excellence: The Contractor shall ensure that all nonnegative screening results undergo definitive confirmatory testing utilized advanced analytical methodologies, specifically Gas Chromatography/Mass Spectrometry (GC/MS), or Liquid Chromatography/Mass Spectrometry (LC/MS), All confirmatory testing shall be performed by a SAMHSA-certified laboratory. 1.2 Collection Supplies Provision and Management • The Contractor shall provide all necessary, compliant laboratory collection kits, precise chain of custody forms (both paper and electronic options), tamper-evident seals, and secure shipping materials. These supplies are crucial for DPW’s internal collection staff to perform various types of drug tests at the Government’s established collection facilities. • The Contractor shall establish a reliable supply chain management system to ensure timely delivery of collection kits and materials to designated DPW locations, minimizing inventory management burden. 1.3 Quality Assurance & Accreditation (Laboratory) • The Contractor shall maintain and demonstrate robust quality control and assurance procedures across all laboratory processes, adhering to the highest industry standards. • The Contractor shall ensure its primary laboratory holds current SAMHSA certification for the types of testing performed and ideally possess additional accreditations such as CAP (College of American Pathologists), ensuring unparalleled analytical rigor and reliability.
