Specifications include, but are not limited to: Successful Bidder will work closely with the appropriate staff of the Department of Finance and Department of Personnel to adequately collect data, and coordinate and facilitate the timely preparation and compilation of the requisite actuarial valuation reports. Successful Bidder will perform a data management process to support ongoing OPEB valuation, which will allow for quicker valuation turnaround time. This will also require fewer data assumptions for missing information, resulting in more accurate valuation and making for easier auditing.; For the Data Management, the Successful Bidder will provide the services described below: Successful Bidder will Manage retiree welfare (OPEB) valuations every other year for the US Virgin Islands based on data input from 21 disparate entities. Gathers and audits the data manually which requires the same work to be repeated each cycle.; Setting up a standard process where data gathering and auditing are automated through our equipped solution. Ensure consistency in data management and processing of each valuation cycle. Successful Bidder will provide one secure file transfer site (FTP) where GVI entities would load their data files in a standard format for each cycle and the data would be automatically loaded by a data importer that would provide these functions: o Data loading; o Data consolidation; o Data audits and verifications; Successful Bidder will provide an automated process that will provide these outputs via a secure Administrator Dashboard accessible using site access credentials: Data dashboard summarizing the data load by GVI entity and population; Aggregated data files by GVI entities into the format needed for valuations; Error reports identifying records in error and missing fields; Mismatch reports showing records; Dashboard reports showing: o Data by location; o Data by coverage; o Data by population type; o Year-to-year comparison of data counts; Successful Bidder will provide Data interfaces with GVI and its third-party providers will be automated where possible and always exchanged via secure file transfer protocol. Data is always encrypted while transferred.; Implementation Data can be refreshed at whatever frequency is appropriate (daily, weekly, monthly, or yearly), including on a real-time basis via web service data call to the data source The solution can accept as many data sources as necessary. Additionally, one-off files and spreadsheet data, as needed, can be laded to the site.
