Specifications include, but are not limited to: The Business Development Consultant will provide a variety of supportive services to DBE firms to strengthen their business acumen, increase capacity, profitability, and the ability to move to the next level. The Business Development Consultant will also provide a variety of supportive services to include but not be limited to workshops. The consultant will be required to work with approximately 140 DBE firms in the following areas: 1. Project management 2. Safety 3. Short-term lending 4. Bonding Guidelines 5. Business Plan Preparation 6. Construction management 7. Accounting – Accountant services, cash flow review, income statement reviews 8. Government Contracting 9. Bid Estimating for sub-contractor’s roadwork, paving The Consultant shall provide a detailed report upon the completion of the assessments on the training requirements that will be needed and the number of workshops. PHASE II DBE Supportive Services The primary purpose of the DBE program is to provide training, assistance, and services to disadvantaged business enterprises to help these businesses grow, become self-sufficient, be more competitive in pursuing federally funded contract opportunities, and move into non-traditional areas of work in the marketplace. As noted in 23 CFR Part 230, Supportive Services are as defined "those services and activities provided in connection with minority business enterprise programs which are designed to increase the total number of minority businesses active in the highway program and contribute to the growth and eventual self-sufficiency of individual minority businesses so that such businesses may achieve proficiency to compete on an equal basis, for federally aided contracts and subcontracts."
