a) Conduct an inspection of the Property, including interior and exterior evaluations. b) Provide detailed descriptions of the Property. c) Include sketches, photographs, and location maps of the Property. d) Determine and report the impaired and unimpaired values of the Property as of the date of valuation. e) Include title information, zoning restrictions, and observed encumbrances. f) The appraiser may be called upon to give evidence in legal proceedings to establish the validity and competence of estimates of value. Therefore, if the awarded appraiser is requested to appear in court for the Government, the fee shall be negotiated based upon actual costs incurred, including reasonable per diem or an acceptable hourly rate for the time spent as an expert witness.
