Specifications include, but are not limited to: The Texas Workforce Commission (TWC) is seeking Applications from Texas’s twenty-eight (28) Workforce Development Boards (Boards) to expand the pool of women entrepreneurs in Texas to continue to grow the Texas economy. This program will provide funding to: • conduct in-person and virtual entrepreneurship boot camps in no fewer than three (3) areas of the state for women who are Texas residents; • offer at least one (1) in-person boot camp of not less than seven (7) hours and offer at least one (1) virtual training each of the three (3) areas of the state; • create boot camp curriculum and offer training in both English and Spanish; and, • provide training on topics related to business creation, ownership, support, and expansion. Successful Applicants must: • develop formal letters of support among partners, such as Chambers of Commerce and/or Economic Development Corporations, where partners will provide cash or in-kind leverage contributions toward the program to meet a twenty-five percent (25%) leverage requirement; • plan, coordinate, and administer in-person and virtual boot camps to support entrepreneurial women who are Texas residents. The boot camps must be designed to provide training specifically tailored to meet the needs of Texas women entrepreneurs wanting to create, sustain, or expand a business in Texas; • verify that attendees are residents of Texas. Examples of acceptable methods of verifying residency may be found in the Texas Department of Public Safety residency requirements listed in 37 Texas Administrative Code (TAC), §15.49 • provide supplies and materials to engage boot camp participants during in-person training and provide material to take-home in support of the training; • provide the option for boot camp materials/presentations to be available for download; • provide web access, and training facilities for participants and instructors; • ensure that training facilities will be safe, secure, accessible, and in compliance with the Americans with Disabilities Act (ADA); • ensure training is conducive to adult teaching and learning using adult learning theory and principles.
