Specifications include, but are not limited to: 1. Basic Services:a. Work with the BRA to develop a phased scope of services and not-to-exceed fee for proposed services for the project.2. Phase One: Planning, Analysis and Preliminary Engineering a. Make site reconnaissance visits and field visits as necessary to observe the EWCRWS and its operational requirements to support development of recommended system expansion plan and improvements. b. Work with the BRA to evaluate the EWCRWS historical treated water production, current customer demands, and timing of expansion and improvements to meet future customer demands.c. Conduct preliminary engineering to include expansions and improvements, along with phasing options, including construction cost estimates, additional treatment facilities, delivery pipeline(s),and ground storage facilities.d. Work with BRA to evaluate scenarios for optimal blending and conjunctive use of groundwater and surface water supplies that consider taste and aesthetic criteria.e. If non-standard laboratory testing is required during project, Engineer will procure laboratory analysis services and perform sample collection activities. Engineer will collaborate with BRA staff to ensure selected laboratories meet regulatory agency accreditation requirements, minimum quantitation levels, etc.f. Development of models or update of existing models to address groundwater and surface water quality and blending/conjunctive use, EWCRWS hydraulic system requirements, pumping optimization, flow and distribution system modeling, and steady-state flow recommendations based on current and future water demands.g. Work with BRA to assess aquifer storage and recovery options for system.h. Work with BRA to assess vulnerability and risk and resiliency of the EWCRWS. i. Conduct environmental, cultural, and archeological assessments for system expansion and improvements, as necessary.j. Develop preliminary engineering plans and technical reports that detail recommended expansion plans and improvements. k. Submit a report of the findings, conclusions, and recommendations of Phase I activities.l. Conduct meetings and workshops to coordinate work with BRA, customers, regulatory agencies,and the general public, as requested by BRA.m. Prepare preliminary estimates of probable construction costs for each proposed option. 3. Phase Two: Final Design and Contractor Procurementa. Prepare construction plans and specifications for expansion and improvements including development of supporting engineering calculations, figures, and reports, sealed by a Professional Engineer and Engineering Firm registered in the State of Texasb. Prepare a detailed estimate of probable construction costs. c. Progress design through 30%, 60%, and 95% (regulatory review) design submittals.d. Coordinate final regulatory approvals of design based on 95% (regulatory review) design documents.e. Incorporate final comments and prepare final design documents for bidding, working closely with BRA Project Team on bid requirements.f. Provide bid phase services to secure a contractor for the project, including engineering support services required during bidding process and investigate low bidders and recommend award to qualified bidder.g. Conduct meetings and workshops to coordinate work with BRA, customers, regulatory agencies, and the general public, as requested by BRA.
