Specifications include, but are not limited to: 1. An update of the DART bus plan analysis using new analytic methods that the consultant may recommend, and development of an estimate of the current base split between ridership goals and coverage goals reflected by the DART system. Proposers will describe the analytic methods recommended and how they will be used in the project. 2. Completion of at least two alternative scenarios illustrating different policy directions that the DART bus plan might take. Scenarios should be clear enough to help a wide spectrum of people (stakeholders, elected officials and transit customers) give informed feedback on the scenarios. 3. Develop final network scenarios matching two possible financial projections, one with current resources and one with additional financial resources. These networks should be specific to the level of routes, frequencies by time of day, fleet requirements, revenue hours, and revenue miles and costs. Proposers will describe how the relative benefit to transit patrons in each scenario and how they will be measured and compared. Highly readable maps should be provided. 4. A process of interaction with stakeholders, city councils, DART Board, and the public that provides at least three opportunities to provide substantive and impactful input to the plan where the consultant leads the process. Proposers shall explain the techniques, processes and tools recommended to engage substantive and impactful input to the plan. 5. Approach for engaging with DART planning staff (Scheduling, Service Planning, Research and GIS professionals) in the project should be recommended. Approach to training and providing materials for Service Planning staff so that they will be able to conduct outreach opportunities for public input to the plan beyond the three instances led by the consultant should be identified. 6. Develop scenarios for a future bus network which are identified as desirable but are not fundable within the existing financial resources. These scenarios would be identified for inclusion in the long-range plan when additional resources can be identified within the 2045 financial plan.
