Specifications include, but are not limited to: This Scope of Services covers the requirements for the Contractor to perform inspection, cleaning, and tightness testing services on the petroleum storage tanks (PST) installed and in use at the Metropolitan Transit Authority of Harris County (METRO) to clean their petroleum storage tank system out and to ensure efficient use of the systems. TANK CLEANING 3.1 The Contracting personnel shall remove all petroleum products from the PST by first pumping salvageable product through METRO’s own pump and filtration system into a METRO-owned vessel (if necessary). 3.2 The Contractor shall then provide removal; transportation and disposal of residual product to a hydrocarbon recycling facility (must be pre-approved by METRO Project Manager or designee). 3.3 The Contractor shall pressure wash with appropriate cleaning supplies for the tank that are in. Residual clean fluids shall be removed from the tank before allowed to be put back into service. 3.4 Before leaving the worksite, the Contractor shall ensure each tank is thoroughly cleaned and completely dry. The Contractor shall provide proof of such to METRO Project Manager by submitting at a minimum of four (4) photographs – two (2) side walls, top and bottom walls, and both ends of the tank, photographed from the interior middle of the tank. The photos should show the inside of the tank enough to show the condition of the tank and if work was concluded to the best possible outcome. 3.5 The Contractor shall provide and replace the manway gaskets with new gaskets. 3.6 The Contractor shall also replace miscellaneous nuts, bolts, washers that are stainless steel. PIPE CLEANING 4.1 If pipe cleaning is needed the Contractor shall come out to the site in question and review potential methods for cleaning. A site-specified scope of work and quote shall be submitted to the METRO Project Manager for approval. 4.2 The Contractor shall use a pump to circulate a soapy water around the piping for at least 45 minutes or until the pipes show no more signs of residue in the pipes. 4.3 The Contractor shall remove excess water from all pipes by evacuating them with air until signs of that water are removed. 4.4 The Contractor shall flush the pipes with product from the storage tank to remove air and residual water remaining in the line.
