Specifications include, but are not limited to: The Contractor shall provide all resources and administration required to provide local and commuter bus service, augmented bus service, emergency and other transportation services as requested throughout the METRO service region on weekdays, Saturdays, Sundays and Holidays as applicable. METRO’s fixed route bus services operate over a 1,306 square mile service area that includes the City of Houston, 14 other municipalities, portions of unincorporated Harris County, and small portions of surrounding counties. The initial requirement for weekday pullout will consist of approximately two hundred and thirteen (213) peak buses with a base of approximately 1,779 Weekday, 1,634 Saturday and 1,611 Sunday hours. METRO will determine and schedule the hours of operation for bus transportation services to be performed by the Contractor. The Contractor shall ensure that each operator has sufficient time to pre-trip, inspect each vehicle, sign-on to the radio system prior to METRO scheduled pull out. 2.4 BUS CONTROLLERS The Contractor shall provide Bus Controller Staff to ensure efficient and safe operation of all services twenty-four (24) hours / seven (7) days a week including holidays at METRO’s System Control Center located at TranStar. TranStar is located at 6922 Old Katy Road, Houston, Texas 77024. The primary duties of the Bus Controller Staff shall be to the delivery of service to include schedule adherence, service adjustments as well as to respond to the Contractor’s bus operator issues using METRO’s radio system and to communicate service issues to METRO’s Bus Control personnel. 2.4.1 The Contractor’s Bus Controller Staff shall control revenue service through the effective use of the Integrated Vehicle Operations Management System (IVOMS) system, utilizing the IVOMS technology to affect schedule adherence and correct service deviations. 2.4.2 The Contractor’s Bus Controller Staff shall be proficient in trouble shooting the fleet to minimize service interruptions utilizing the “Road Call Reduction Manual” and capable use of the broadcasting announcements including current or future notification applications (e.g. Hyper Alert) during events that affect service. 2.4.3 The Contractor’s Bus Controller Staff shall be engaged in ensuring the on-time revenue service and work diligently and with urgency to remedy all service related issues. 2.4.4 The Contractor’s Bus Controller Staff must work to promptly fill missed routes or service interruptions within the shortest possible times. 2.4.5 The Contractor ‘s Bus Controller Staff must denote schedule deviations up to and including late pullouts, early/late schedule deviations, and operating off route without proper authorization.
