Specifications include, but are not limited to: a. The City joined in partnership with key public and private entities such as Baylor Scott & White, Veterans Affairs, Temple College, Bioscience District, and Texas A&M Health Science Center to promote education and medical activities and to advance the redevelopment of both residential and commercial neighborhoods surrounding the campuses. This community-wide redevelopment effort, entitled “TMED”, is aimed at ensuring the long-term economic vitality of a critical area in our City. The City created the Temple Medical and Education District (TMED) since this area is the home to several hospitals, schools, a college, hike and bike trails, and the Summit Recreation Center. Baylor Scott & White Medical Center is located within TMED and is the largest employer in the City with over 9,000 employees. Due to the large number of students attending schools and hospital staff working in TMED, a large number of housing, retail, and office buildings have been constructed within this district. b. The City desires to improve an existing recreation center and expand the overall facility into a wellness center with indoor and outdoor amenities for the Temple community. The City is seeking statements of qualifications from professional consulting firms to develop a wellness master plan (Plan) for the Summit Recreation Center (Summit) located at 620 Fryers Creek Drive, Temple, TX, 76504. c. The Summit employs five full-time staff members as well as part-time staff that equate to 13.91 full-time staff members. The 2024 fiscal year (October 1 – September 30) budget includes $998,172 in expenditures and $344,200 in revenues.
