Specifications include, but are not limited to: 2.1 Officials shall be skilled in the understanding and applications of the FIFA “Laws of the
Game” and previously have officiated organized soccer games, preferably adult (over 18)
2.2 Contractor shall ensure that all officials have within the last year (August 1, 2019 or after)
successfully passed a state and national background investigation meeting the standards
adopted by the City for volunteers which is within Attachment F, Vendor Service
2.3 All officials shall report to all games in general soccer officials uniform, which consists of a
yellow striped official shirt, black shorts, black over-the-calf socks (3 stripes at top of
socks allowed) and black soccer shoes (not spiked or tennis shoes).
2.4 Contractor shall provide equipment for officials including but not limited:
2.4.1 Stopwatch; watch or device to keep time
2.4.5 Red/Yellow cards

2.5.2 Date: August 21 – 23, 2020 will be the first tournament. The City will provide dates
of other events after bid is awarded.
2.5.3 Contractor shall provide their own insurance to cover referees.
2.5.4 Contractor shall have a roster of officials to cover scheduled games during all

2.5.5 The Fort Worth Cup Tournament anticipates sixty (60) games which includes:
