Title:
Sources Sought for Indefinite Delivery\Indefinite Quantity (IDIQ) Contract for Simplified Acquisition of Base Engineer Requirements (SABER) IDIQ. This is an IDIQ contract for construction efforts at Sheppard AFB, TX (Wichita County); the Sheppard AFB Recreation Annex at Lake Texoma, Whitesboro, TX (Grayson County); and Frederick Auxiliary Airfield, Frederick, OK (Tillman County). We anticipate awarding one contract, not-to exceed $10M over the life of the 5-year contract ordering period. Each task order will specify work in support of real property maintenance, repair, alteration, and/or minor new construction.
82d Contracting Squadron is seeking information concerning the availability of contractors capable of providing the following:
Description of Work:
The contractor shall:
a) Furnish all labor, materials, equipment, incidental and personnel necessary to manage and accomplish the work.
b) Maintain an office on Sheppard AFB to perform all general management operations associated with this contract.
For each potential task order, the Government will provide only a basic SABER concept drawing set (35% schematic) with each Request for Proposal (RFP). The contractor will complete the proposal design drawing set up to 60% design indicating all aspects of the completed design proposal. All task orders will be priced and negotiated using RS Means Facilities Construction Cost Data, indexed to the Wichita Falls, Texas area. The contractor will make markup/corrections or changes and submit a final construction 65% drawing set to include all items negotiated. Final drawings will not be required to be stamped/sealed by a professional architect/engineer; however, engineered stamped/sealed shop drawings will be required as needed for pre-engineered metal buildings, fire suppression, and fire alarm, etc. as a Shop Drawing submittal identified in the task order request for proposal. The contractor shall provide sufficient technical support and project management to assure quality and completeness of TO proposals, accommodate a number of concurrent active projects, provide flexibility of design staff and subcontractor pool to handle rapid increases in work volume, process submittals in a timely manner, and perform according to schedule.
This Sources Sought Notice is issued solely for information, planning purposes, and market research in accordance with FAR Part 10. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No award will be made from this sources sought. A solicitation may be available late April 2024; therefore, do not request a copy of a solicitation at this time. The United States Air Force is not seeking proposals and will not accept unsolicited proposals.
This acquisition is being considered to be Set-Aside for eligible Small Business concerns. The North American Industry Classification System (NAICS) code is 238990, All Other Specialty Trade Contractors. The small business size standard is $19.0 Million. Period of performance will be for a base year and four (4) follow-on years, estimated to start 1 September 2024. All interest and qualified sources should notify this office by e-mail.
