Comprehensive HIV/AIDS care beyond these core services may include supportive services that meet the criteria of enabling individuals and families living with HIV to access and remain in primary medical care and improve their medical outcomes. Only those supportive services that enable individuals to access and remain in primary medical care are fundable under the Ryan White legislation. Only the service categories prioritized and funded by the Dallas RWPC or funded as directed by the Texas Department of State Health Services, are eligible under this RFP. In the Dallas Eligible Metropolitan Area (EMA)/HIV Service Delivery Area (HSDA), the Dallas Ryan White Planning Council (RWPC) sets HIV-related service priorities and allocates Ryan White Part A, Part A Minority AIDS Initiative, RWHAP Part B, and Texas Department of State Health Services (DSHS) State Services funds on the basis of the size, demographics, and needs of people living with or affected by HIV, with particular focus on individuals who know their HIV status but are not in care. Planning Councils are required to jointly develop a comprehensive plan with the Ryan White Part A Recipient for the provision of services; the plan must include strategies for identifying HIV-positive persons not in care and strategies for coordinating services to be funded through existing HIV prevention and substance abuse treatment programs. The Dallas EMA covers eight counties, including Collin, Dallas, Denton, Ellis, Henderson, Hunt, Kaufman, and Rockwall. The Dallas HSDA also covers eight counties, Collin, Dallas, Denton, Ellis, Hunt, Kaufman, Navarro, and Rockwall.
