Specifications include, but are not limited to: Task 1: Participate in Public Forums a. The Consultant shall participate in public outreach meetings, where the public and stakeholders are allowed to provide input as it corresponds to the proposed scope of work below. Austin Energy will host up to three meetings that will last no more than two hours per meeting, for which, Austin Energy will provide notice to stakeholders, provide hosting facilities, and prepare any materials needed. Consultant shall document information discussed at the meetings and provide a formalized discussion summary into the report and, if applicable, incorporate the public input into the formal studies. 2. Task 2: Rate Structure for Secondary Voltage Service (Demand less than 10 kW) (S1) a. The Consultant shall analyze Austin Energy’s rate design for its customers in the S1 (non-demand) commercial rate class to determine the efficacy of the rate design to encourage their efficient use of the distribution system and to promote energy conservation. Small commercial customer rate design analysis shall also assess the appropriateness of the current 10 kW non-demand threshold and specifically whether the non-demand class should be expanded to 20 kW or whether a different threshold is appropriate. The rate impact of expanding the non-demand class will also be estimated. The Consultant shall also study alternative rate structures, including demand charges, grid use charges, and consolidated rate schedules with tiers for demand and energy, which may improve outcomes on Austin Energy’s ratemaking objectives.
