Specifications include, but are not limited to: 1. PROGRAM MANAGEMENT SERVICES • Conduct weekly team progress meetings with Harris County Flood Control District. • Prepare weekly status reports for Harris County Flood Control District. • Conduct monthly progress meetings with the program teams, including Harris County Flood Control District and U.S. Army Corps of Engineers staff. • Conduct technical workshops with Harris County Flood Control District and U.S. Army Corps of Engineers to ensure project deliverables remain in compliance with U.S. Army Corps of Engineers’ Planning Guidance Notebook (ER 1105-2-200) and with Smart Planning process. • Assist with preparing materials for team meetings between Harris County Flood Control District and U.S. Army Corps of Engineers, including milestone meetings and review boards. If the study is designated by the U.S. Army Corps of Engineers as a Mega Study, additional team meetings will include three (3) tier levels of meetings, which will potentially meet on a monthly basis. • Monitor project controls including, but not limited to, program tracking and reporting, document control, integrated schedule, and cost tracking capabilities. These controls will require the use of Primavera’ s P6 scheduling program and Harris County Flood Control District’s Unifier System. • Project schedule should at a minimum capture any major milestones as specified by Harris County Flood Control District and U.S. Army Corps of Engineers. The schedule will be required to be baselined with a critical path identified and must develop a mitigation plan to align any schedule delays, which shall be submitted no less than 30 calendar days prior to a major milestone and 14 calendar days prior to interim deadlines. Please note any submissions to the U.S. Army Corps of Engineers will not be permitted once baselined without a 30-day notice. • Perform quality assurance and control (QA/QC) on all work products submitted, including but not limited to, all teams (or sub-teams) assigned to the program. This also includes teams that are added to the project after Stage 1. Any QA/QC must comply with U.S. Army Corps of Engineers and Harris County Flood Control standards, and any QA/QC conducted must be submitted with work products for verification. • Participate in the Technical and Policy Reviews (e.g., District Quality Controls, or Agency Technical Reviews) as outlined in EC-1165-2-214 to be conducted by the U.S. Army Corps of Engineers. Review will also include a response to comment period, implementation of comments, and a backcheck before certification of the review is obtained. Please note these reviews usually take a minimum of six (6) weeks and typically run sequentially. The program manager should also identify whether an Independent External Peer Review (IEPR) exclusion request will be required. • Assist Harris County Flood Control District by preparing a Project Management Plan, which should outline the steps to ensure the study is in compliance with the U.S. Army Corps of Engineers’ study guidance (ER-1165-209 and ER-5-1-11). This document may require additional coordination beyond Harris County Flood Control District to ensure all work product requirements are captured. This includes any work products to be produced by other program teams and/or agencies. This document will be initially prepared under Stage 1 and continued to be updated throughout the study as appropriate. • Assist Harris County Flood Control District by preparing a Review Plan for each of the work products to be submitted. This document will be prepared in accordance with ER-1165-2-217. This document may require additional coordination beyond Harris County Flood Control District to ensure all work product requirements are captured. This includes any work products to be produced by other program teams and/or agencies. Additionally, this work product may require a public posting. Review Plan(s) will be initially prepared under Stage 1 and continued to be updated throughout the study as appropriate.
