Accommodate at least 200 ballot styles. Display up to eight candidate names at one time on a single screen, without requiring the use of additional scroll bars. Include up to 165 candidates in a single contest. Enable voters to activate their own ballot style by entering an access code – not using proprietary “vote session activator” cards. Include a separate portable, private, lightweight, accessible voting booth, with the ability to use the DRE without a booth, on a tabletop, if circumstances require it. Provide multiple, built-in means of storing cast vote records for secure backup, recovery, and comprehensive auditing. Backup/restore components must be included in the base voting system price – not as options that must be purchased separately. Include a compact and durable integrated storage case for secure, easy transportation and storage. Automatically access the voter’s correct ballot from the DRE. Enable second-chance voting. Voters must be able to review a ballot summary at any time and change their selections before casting the ballot. Enable election staff to perform routine maintenance, including testing and calibration, independently of the vendor, with no annual preventative maintenance or ongoing maintenance fees required. Include a thermal printer that provides printed records that include the opening and closing of the polls, identification of the election, opening and closing date and times, identification of the unit, identification of ballot format, identification of each candidate and/or issue, and verification of zero start. Paper must be in the form of commercially available drop-in rolls. Consolidated results must be available on each device – without swapping memory cards among multiple devices. Election definition, cast vote records, and audit logs must be secured in the DRE by a keyed lock, with two-factor authentication required to access the compartment – a physical device and a passcode associated with the device. Enable up to 200 ballot styles to be marked on a single memory device. Be able to store at least 20,000 cast vote records. Must connect to standard 3-prong 10-amp AC power outlets, and include an internal, rechargeable battery capable of providing backup power for a minimum of two hours. A charger must be available that can accommodate multiple batteries while they charge. An uninterruptible power supply (UPS) must also be available. All data must be encrypted and digitally signed for tamper evidence. If someone attempts to tamper with data, the system must alert elections staff. Ports must include security features that close and protect unused ports during storage, transportation, and use.
