Specifications include, but are not limited to: Texas Parks and Wildlife Department (TPWD) is seeking a contractor to provide statewide Employee Assistance Program (EAP) for its employees. The EAP shall assist participants with personal and workplace problems that may be affecting job performance and work behavior. 6.1.1 Provide service to all participants statewide at locations that are convenient and easily accessible. See Exhibit H for an estimated breakdown of employees by location. The monthly price shall be based on a headcount of 3000 employees, which is the average number of full and part-time, regular and seasonal employees on TPWD payroll for 2017-2018. 6.1.2 Adhere to the national standards for EAP’s, following generally accepted accounting practices, and comply with local, state, and federal laws governing business and employment practices, including the Health Insurance Portability and Accountability Act (HIPPA), Equal Employment Opportunity (EEO), and Americans with Disabilities Act (ADA) laws as required. 6.1.3 CASE MANAGEMENT : Shall include recordkeeping and follow-up with participant, coordination of referrals to outside service providers and insurance carriers, and coordination with EAP Coordinator as necessary, in compliance with confidentiality and privacy laws, regulations and policy of TPWD. 6.1.4 Maintain adequately staffed helpline. 6.1.5 Establish and maintain a formal operational grievance procedure for participants who wish to challenge the services received. A copy of grievance procedure shall be included in proposal. 6.2 TRANSITION PLAN: EAP shall be operational statewide September 1, 2018. Meet with EAP Coordinator to formulate a mutually agreeable implementation plan within forty-five (45) days after award of contract. Implementation plan shall include: 6.3 Providing and distributing statewide printed materials describing the services and access to services, for initial promotional rollout of program. 6.4 Brochures and calling cards showing basic services and toll-free telephone numbers. Such material shall be 1/3 letter size for future distribution by TPWD. 6.5 Briefings to employees and managers around the state for initial promotional rollout of program and for subsequent education or services as requested by EAP Coordinator. 6.6 Meet with TPWD personnel on as-needed basis to facilitate the implementation of EAP contract.
