Specifications include, but are not limited to: LUCA is the only opportunity offered to tribal, state, and local governments to review and comment on the U.S. Census Bureau's residential address list for their jurisdiction prior to the 2020 Census. The Census Bureau relies on a complete and accurate address list to reach every living quarters and associated population for inclusion in the census. The census requires the county to present any comments within 120 days of receiving the LUCA data which is estimated to be delivered to the county in February 2018. All services provided under this RFP are for unincorporated Harris County. Governments that participate in LUCA help ensure an accurate decennial census count for their communities. An accurate count helps the federal government annually allocate more than $675 billion across twenty-six (26) federal agencies for tribal, state, and local government programs and services. Accurate data also helps the community plan for future needs. The Geographic Update Partnership Software (GUPS) is new for LUCA. The GUPS is a self-contained Geographic Information System (GIS) update and processing package. In addition to the software, Harris County will receive the Census Bureau’s address list, address count list by census block, and Topologically Integrated Geographic Encoding and Referencing (TIGER) partnership shapefiles. All data, reports, documentation and/or other items produced as a result of this RFP are property of Harris County and should be provided in a usable format. Any technology, equipment or software not noted in this RFP should be provided by the vendor. The awarded vendor must possess the following initial criteria: • Must have GIS, GPS and demographic data experience; • Be able to perform site-visits during contract period for address mapping and/or verification; and • Use the U.S Census Bureau’s GUPS The preferred general services expected from the qualified vendor are as follows: Provide management services for Harris County regarding the LUCA process to include, but not limited to, meetings with the Harris County Census Committee to plan and execute LUCA strategy, attend LUCA trainings, and coordinate with the Houston-Galveston Area Council (H-GAC). Develop a strategy for residential address review that includes the review of other local agency databases, not limited to Harris County Appraisal District and Harris County Permits. Identify local address sources such as building permits, E-911 address files, local utility records, annexation records, and assessment or taxation files. Geocode obtained local agency address databases and analyze and compare with the Census Bureau’s count of residential addresses by census block for unincorporated Harris County. Identify address discrepancies between the LUCA data and local agency sources. Ensure the County’s address list contains individual multi-unit structure identifiers (for example, Apt 1, Apt 2, etc.). Perform site visits of identified address discrepancy areas to verify and document multi-unit residences. Use the GUPS to prepare and submit comments based on performed analysis and site visit data.
