Specifications include, but are not limited to: YISD is looking to engage a highly qualified firm to serve as Construction Manager Agent/Program Manager (“Program Manager”) for the 2019 Bond Program, including pre-election work followed by program implementation over approximately five years. If either the Board or the voters do not approve the 2019 Bond Program, the Program Manager contract would automatically terminate. The scope and dollar amount of the 2019 Bond Program would not be known until August 2019 when the Board approves the slate of projects and the dollar amount of the bond issue. However, the program is likely to be as large and complex as the 2015 Bond. YISD will select the Program Manager on the basis of demonstrated competence and qualifications in the same manner that an architect or engineer is selected under Section 2254.004 Government Code. Offerors will submit their Statement of Qualifications (“SOQ”). No pricing information will be sought prior to selection, and none may be provided, until the commencement of contract negotiations with the selected firm. During all times the Program Manager will represent YISD in a fiduciary capacity. The Program Manager shall maintain professional liability or errors and omissions insurance in the amount of at least $1 million for each occurrence YISD shall hold all contracts with architects, engineers, and prime contractors. Program Manager may not self-perform any aspect of the construction work.
