Specifications include, but are not limited to: The Service Provider will provide physical examinations, pulmonary function test, sleep apnea evaluation study tests and laboratory test of Mass Transit Department applicants and existing employees that are referred by the Mass Transit Department on an as needed basis in accordance with Federal Motor Carrier Safety Administration guidelines (Exhibit A). Medical examinations shall be performed by a licensed medical examiner. A licensed optometrist may perform the medical examination as it pertains to visual acuity, field vision, and the ability to recognize colors. Medical examiners must be familiar with 49 C.F.R. 391.41, Physical qualifications for drivers. Medical examiners shall also complete all applicable forms pursuant to the Federal Motor Carrier Safety Act. On April 20, 2012, the federal Motor Carrier Safety Administration (Federal Motor Carrier Safety Act) published a final rule establishing a National Registry of Certified Medical Examiners. After April 20, 2014 (two years from the date of the rule), CDL drivers will be able to get their medical certificate only from a medical provider who is listed in the National Registry. The rule requires medical examiners to undergo specific training for conducting medical examinations for CDL operators and it requires medical examiners to pass an examination for certification.
