Specifications include, but are not limited to: SAHA seeks a Contractor to provide natural gas operator qualification training. The training shall include all necessary components to operate natural gas distribution lines efficiently, safely and effectively and to maintain compliance with Local, State and Federal Regulations. The Contractor must have all licenses and permits required by the Railroad Commission of Texas. The training must meet all Railroad Commission of Texas requirements. Training required for the third quarter of 2019 must be completed no later than September 30, 2019 at one location within the San Antonio City limits. Courses should be valid for 3 years or as required by Rail Road Commission of Texas. Note: SAHA does not provide computers to all staff. The purpose of this training is to provide general and specific requirements for the qualification of pipeline personnel, both master metered and non-master metered. Average class size is 25 to 45 students, but may vary in size depending on the Training of new employees as needed. The class may be open to other entities if the vendor chooses to fill training slots at their cost. The gas pipeline safety regulations apply to natural gas systems and operators of natural gas master meter systems. The pipeline safety regulations require operators of natural gas systems to: deliver gas safely and reliably to customers; provide training, testing and written instruction (manual) for employees for each of the topics listed below; establish written procedures to minimize the hazards resulting from natural gas pipeline emergencies; and, keep records of inspection and testing
