Specifications include, but are not limited to: 10.1. Awarded contractor shall furnish all labor, tools, transportation, equipment, materials, and supplies, as necessary. Awarded contractor shall be responsible for supervision, clean up and disposal, and must have all applicable permits, licenses, and insurance coverage. 10.2. The DSHS Laboratory utilizes a Liquid Nitrogen bulk tank system to support laboratory equipment used in multiple Laboratory sections including Newborn Screening for various testing. Vendor must be able to provide approximately 24,000 gallons per year with both a primary liquid vessel and secondary reserve vessel. This gas is used to support laboratory testing. In addition to the cost for gas, we are willing to pay a monthly tank or cylinder rental, Food & Drug Administration (FDA) compliance change, and delivery costs. 10.3. Vendor is required under this contract to: 10.3.1. Perform deliveries for the timeframe of Date of award-8/31/22 10.3.2. Perform unlimited on-demand on-site deliveries within 5 business days when notified by remote monitor. 10.3.3. Ensure all products and services comply with applicable environmental rules, regulations, and laws. 10.3.4. Provide a stable supply stream of product, free from defect and disruptions. 10.3.5. Offer technical support for process optimization, chemical processing, analytical measurement and purification. 10.3.6. Provide detailed receipt of gases delivered and picked up in order to calculate rental fees. Invoice monthly for services rendered. 10.3.7. If current vendor is not awarded, new vendor must work collaboratively with existing vendor to ensure service does not lapse during transition between vendors. This includes: o Transition time between vendors must not exceed 24 hours; transition must occur on a Saturday or Sunday so testing workflow is not impacted. o Under this contract, the awarded vendor must replace the current vendor’s bulk liquid nitrogen vessels with all associated piping, evaporators, and pressure regulators necessary to meet the main piping system distribution pressure, alarms, automated low liquid level reporting, etc. Note: Out of scope of this contract are items owned by the DSHS Laboratory, which include: the bulk vessel pad and all piping leaving the vessel pad to our cylinder pad at which point it is distributed throughout the lab. o The awarded vendor must enable the DSHS Laboratory to connect smaller Liquid Nitrogen dewers and monitor usage during the transition. o Awarded vendor must provide or subcontract complete & document a particulate purge test and verification of gas purity before permitting the product to enter the DSHS Laboratory.
