Specifications include, but are not limited to: • Author, review and/or provide comments on revitalization, development, and implementation strategies of HCHA regarding the legal ramifications and limitations. • Participate in team meetings, Board of Commissioner meetings, funder meetings, and other Community meetings. • Coordinate with HCHA the most efficient use of outside counsel. • Provide HCHA with realistic legal, co-development and/or ownership recommendations to achieve its affordable housing program goals. • Evaluate the projects’ development and ownership structure (i.e., legal and tax issues, as well as, creation of ownership entities conducive to HCHA’s desire to be either developer, co-developer, or special limited partner in the development; and legal issues related to HCHA providing operating subsidies only to the deals). • Author, review and/or make recommendations regarding LIHTC/Mixed Finance Proposals and associated documents (i.e., ground leases, regulatory and operating agreements, declarations of restrictive covenants, Management Agreements, Partnership Agreements, and other miscellaneous documents).
