3.3. Task 1 - Investment Policy & Strategy Development • Review and recommend changes to H-GAC’s Investment Policy to ensure alignment with best practices and legal requirements. • Conduct a formal review of the portfolio's current investments, liquidity needs, and investment strategy and recommend improvements to align with objectives. • Assist in developing and implementing investment strategies that enhance portfolio performance while adhering to established investment policies and cash flow requirements. • Review current investment procedures and documentation and propose improvements for efficiency and compliance. 3.4. Task 2 - Portfolio Monitoring, Risk Analysis & Performance Reporting • Conduct ongoing risk tolerance assessments and asset allocation studies to ensure alignment with H-GAC's objectives. • Provide quarterly performance reports for H-GAC’s investment portfolios, comparing returns to benchmarks, including creditworthiness of investments, market commentary, and future outlook. • Monitor portfolio managers and ensure investment strategies align with risk tolerance and market conditions. • Provide daily, timely market assessments regarding economic conditions and their potential impact on the portfolio. • Conduct searches and make recommendations for portfolio management service providers (money/fund managers). • Obtain a minimum of three bids for each trade and document all trades offered and awarded. • Evaluate market instruments for relative safety, liquidity, and yield to inform investment decisions. 3.5. Task 3 - Investment Execution & Compliance • Provide non-discretionary management of H-GAC’s investment portfolio, acting solely in an advisory capacity within the guidelines of the Investment Policy. • Execute securities purchases/sales upon verbal instruction from authorized H-GAC staff. Confirm trade details via email/fax, followed by an official trade confirmation within five (5) business days. • Ensure ongoing portfolio compliance with all adopted policies, laws, and regulations, reporting findings at least quarterly. • Provide detailed monthly and quarterly reports on holdings, transactions, and performance in a format acceptable to H-GAC and compliant with State regulations. • Establish and monitor performance benchmarks to assess portfolio effectiveness.
