Specifications include, but are not limited to: Vendor shall provide services for preventative, predictive and emergency maintenance, inspection, testing, upgrade, repair, and construction of HCTRA ITS, associated equipment, and related items. Vendor shall provide all qualified personnel, supervision, labor, materials, equipment, parts, and traffic control necessary to meet requirements of the specified services throughout the term of the contract. HCTRA reserves the right to inspect the equipment, installation, and operation of any portion/component HCTRA ITS infrastructure at any time and/or modify settings whenever deemed necessary by HCTRA. The Washburn Tunnel operates twenty-four hours seven days per week (24 hours/ 7 days per week). The selected vendor shall be required to respond 24 hours/7 days per week to outages and/or issues related to DMS, CCTV, and fiber optic cable. The Lynchburg Ferry operates seven (7) days per week. The selected vendor shall be required to respond seven (7) days per week to outages and/or issues related to DMS, CCTV, and fiber optic cable. The performance detailed herein also requires specialized knowledge of practices, techniques, operation and maintenance of sophisticated testing and splicing equipment which includes, but not limited to, fusion splicers, Optical Time-Domain Reflectometer (OTDR), fiber optical light sources, and fiber optical power meters. Vendor shall be required to use either GNNETTEST CMA-4000 or HCTRA approved equal OTDR for all testing requiring OTDR to maintain software interoperability with HCTRA testing and acceptance procedures. All repair and testing equipment shall be factory calibrated and current per manufacturer’s guidelines. Vendor shall furnish all testing equipment and instruments necessary for making tests on the systems and/or equipment as soon as the need arises at no additional cost to HCTRA. At a minimum, the vendor shall have fiber optic light sources, fiber optic power meters, fiber optic OTDR, portable video monitor with Bayonet NeillConcelman (BNC) connector and video cable, portable computer with daylight visible screen with a 10/100 BaseT Ethernet port, 9-pin RS-232 port, and current version of Windows Operating System for testing. The maintenance activities and services to be provided by the vendor under this contract will require the use of a variety of mechanical equipment including, but not limited to, aerial bucket trucks capable of repairing cameras mounted on forty (40) foot poles or higher, pole boring and setting machines, trenching machines, back-hoe and conduit boring machines, splicing trailer or van set up to allow work on splicing, connections and enclosures, free from environmental exposure. Vendor shall provide utility location services for HCTRA, to include but not be limited to, HCTRA’s existing fiber optic cable, communications cable, electrical cables, multi-duct conduit, PVC conduit, RMC and other conduits in the system for both conduit in use and for unused conduit in accordance with the National Utility Locating Contractors Association (NULCA), the American Public Works Association (APWA) guidelines and all applicable local, state and federal laws utilizing the appropriate equipment and latest technology.
