Specifications include, but are not limited to: The County of El Paso’s indigent burial policy prescribes that all identified pauper persons be cremated. In no case will a Veteran of the U.S. Armed Forces, identified or unidentified, be cremated. Other exceptions and special instructions for Veteran burials are noted in the Burial Services section of this RFP. 1. Contractor(s) shall respond to a first call from Department staff to take possession of a decedent, eligible for indigent services and have the body prepared for disposition by cremation. 2. First call availability is 24 hours per day seven days per week. 3. Contractor shall provide reliable phone number to the County for after-hours calls that is answered 24/7, to avoid usage of answering service or voice mail. 4. Contractor’s personnel responding to a first call from the Department must hold a funeral director license or be authorized by the funeral director. Proof of funeral director license must accompany RFP submittal.
