Specifications include, but are not limited to: The City of Galveston (“the City”) is soliciting proposals from qualified vendors to provide software and professional services to implement a Human Resources Information System – (HRIS) and Payroll solution. The scope of functionality for the proposed HRIS solution is to include: HR, Benefits, Payroll, Time and Attendance, Talent Acquisition (e.g. Recruiting, Onboarding), Talent Management (e.g. Performance, Training), Employee Scheduling (e.g. Overtime Rotations) and other functionality included within the requirements section of this RFP (Attachment I). The City will consider service providers who do not provide all of the solutions described in the RFP or who partner with third-party providers to make solutions available on an integrated basis, but as noted above, there is a preference for a comprehensive, integrated payroll and HRIS. This request for proposal (RFP) contains background information on the City of Galveston and specific information that must be included in the proposals submitted.
