Specifications include, but are not limited to: • The selected Firm must demonstrate significant experience in lead-based paint testing, risk assessment and project design. • Lead Firms must be able to demonstrate a working knowledge of all required HUD forms (Attachment 1) to be included in all Inspections and Risk Assessment reports. • All key personnel shall be on staff and possess the proper up to date certifications (see 40 CFR part 745). This includes: 1. Certified Inspectors 2. Certified Lead Risk Assessors 3. Certified Project Designers • All Lead-Based Paint inspections shall utilize X-ray fluorescence (XRF) analysis and must be performed using federally approved protocols that include having a valid performance characteristic sheet (PCS) for the specific XRF instrument. • Lead Firms must be able to report results for the following dust-lead action levels and clearance action levels. New Dust-Lead Action Levels: Floors: > 10 μg/sf Window Sills: > 100 μg/sf New Lead Clearance Action Levels: Interior Floors: < 10 μg/sf Porch Floors: < 40 μg/sf Window Sills: < 100 μg/sf Window Troughs: Window Sills: < 100 μg/sf
