Specifications include, but are not limited to: This project shall consist of Offeror furnishing all qualified personnel, supervision, services, materials, equipment, facilities, travel, overhead and incidentals necessary to conduct research resource gaps exposed during Hurricane Harvey to support recommendations to prepare for future catastrophic incidents. HCFMO seeks third-party coordination of data collection and analysis, using hazardous materials release during Hurricane Harvey to support its findings. This research shall be conducted independently, with frequent coordination with HCFMO. The Offeror will be expected to propose a research framework, and deliverable product capable of withstanding peer review and scrutiny. Industrial Releases: the Offeror shall be responsible for developing a research framework, conducting data collection and analysis of industrial hazardous materials releases, their origin and cause, and mitigation outcomes in the County during Hurricane Harvey. Unsecured Storage of Hazardous Materials: the Offeror shall be responsible for developing a research framework, conducting data collection and analysis of releases due to unsecured storage of hazardous materials, their origin and cause, and mitigation outcomes in the County during Hurricane Harvey. Releases of Household Hazardous Materials: the Offeror shall be responsible for developing a research framework, conducting data collection and analysis of releases of household hazardous materials, their origin and cause, and mitigation outcomes in the County during Hurricane Harvey.
