Specifications include, but are not limited to: A. Work of the Contract includes, but is not limited to, the construction, repair, rehabilitation, removal, disposal and/or replacement of storm sewer, storm sewer leads, storm sewer outfalls, manholes, inlets, and other drainage improvements. Work of the Contract also includes rehabilitation and/or regrading of existing roadside ditches. As part of the Work, Contractor may be required to construct, repair, rehabilitate, remove, dispose and/or replace other City assets impacted by the drainage work, including roadway pavement, curbs, gutters, sidewalks, wheelchair ramps, water line, and sanitary sewer. Intent of the Work is to reduce the risk of structural, curbside, and street flooding and maintain asset functionality. B. Work will be issued to Contractor through Work Order(s), which is a work package specifying the work items to be completed. Each Work Order will include a project specific Section 01110 – Summary of Work and Document 00410B – Bid Form-Part B. A Work Order may or may not include construction drawings. C. Work locations will be anywhere within the City of Houston and/or its jurisdictional limits and will be established by each Work Order. D. Drawings showing the Work may be developed for each work package and issued with each Work Order. However, Contractor may also be required to perform work without formal construction drawings. E. Contractor will be responsible to coordinate with residents and/or the HOA within each project area on the handling of any private features within City’s right-of-way and/or easements a minimum of 72- hours prior to any construction activities which may impact these features. These features may include, but are not limited to: existing irrigation systems, mailboxes, landscaping, yard drains, etc. Contractor shall use caution while working within the proximity of these types of facilities so as to avoid impacts. Should impacts occur, restoration shall be to a condition that is equal or better than prior to start of construction. Unless otherwise indicated in the Work Order, payment for the repair and/or replacement of these types of facilities shall be included in the Site Restoration bid item, included Document 00410B – Bid Form-Part B. Contractor should verify the operation of irrigation systems with the property owner prior to starting construction. F. Contractor will be responsible to maintain adequate traffic control for the duration of each Work Order, as provided in the work package. Traffic control will be in accordance with the latest version of the Texas Manual of Uniform Traffic Control Devices (TMUTCD). Traffic control and regulation listed in Document 00410B is classified as Local or Major Thoroughfare / Collector. The classification will be established by each Work Order. A Local TCP will involve less intrusive configurations such as a one-lane closure arrangement, where a Major Thoroughfare / Collector TCP will require more complex configurations. G. Contractor will be responsible to use caution and due diligence where the proposed improvements are in proximity to existing private utilities including gas lines, buried or overhead cables, etc., so as to not adversely impact such private utilities inside the project area. Contractor will contact and coordinate with the private utility agencies whose facilities may be impacted by the proposed improvements, as required. H. Contractor will be responsible to implement the Storm Water Pollution Prevention Plan (SWPPP) and use best practices during construction. See Section 01410 – TPDES Requirements. Contractor shall be responsible for all fees, including notices, filings and permits, associated with SWPPP and TPDES requirements at no additional cost to the City of Houston. I. Contractor will be responsible to provide tree and plant protection in accordance with City standards, specifications, details and the Tree Protection Plan (TPP) for the project. Final location(s) of tree root protection steel checker plates shall be coordinated with Project Manager. Contractor’s qualified Arborist shall determine and recommend final location(s) of checker plates to Project Manager for approval.
