The selected Respondent shall provide full-service brokerage and third-party administration, including: ✓ Medical, dental, vision, life, long-term disability, and supplemental insurance ✓ Plan design consultation and compliance support ✓ Open enrollment and onboarding assistance ✓ Benefit communications and educational materials ✓ Eligibility and claims support for employees and dependents ✓ Coordinate and conduct annual RFPs for all benefit lines to ensure market competitiveness, unless expressly waived in writing by the City ✓ COBRA administration and ACA reporting ✓ HSA, FSA, HRA, and Cafeteria Plan support ✓ Digital benefits portal and integration with Paylocity ✓ Strategic planning, benchmarking, and cost-containment initiatives
