Specifications include, but are not limited to: DFPS has determined there is a need for contracted services to administer the ETV Program. The federal Chafee Educational and Training Voucher (ETV) Program, enacted in 2001, provides financial resources specifically to meet the education and training needs of eligible youth and young adults. The ETV Program is a component of DFPS’ Transitional Living Services and provides a continuum of state services that help youth and young adults to achieve identified educational and employment goals. The ETV program provides financial assistance to eligible youth and young adults enrolled in an accredited “institution of higher education,” or one in pre-accreditation status; specifically by providing financial assistance of up to $5,000 per year. These institutions include post-secondary education and vocational/technical training programs as defined in the Higher Education Act (20 USCS §1001 & §1002) and the Higher Education Act of 1965.
