Specifications include, but are not limited to: Element 1: Needs Assessment The Consultant Team will collect and analyze any data necessary to understand the existing conditions of the study area as they relate to the Livable Centers program. Elements to be evaluated may pertain to, but are not limited, to: multimodal circulation and connectivity, economic development, housing choice and affordability, community health, and placemaking. In addition to this data, the Consultant Team will also complete H-GAC’s Needs Assessment Metrics Form at the beginning of the study process to gather specific data necessary for understanding project impact. Elements that should be evaluated include (but are not limited to): • Engage the public and community stakeholders in both English and Spanish to establish community needs and prioritize projects within the study area. • Create and promote an environment conducive to alternative transportation modes that lessen vehicular use and traffic. • Examine barriers to connectivity within the study area including railroads, I-45 (particularly in connectivity with the University of Houston), and major corridors. • Create safer places and infrastructure for walking and biking with close proximity to amenities such as greenspaces, school, retail, and employment centers. • Examine condition, gap and safety considerations within the pedestrian and bicycle networks to neighborhood (i.e. Tlaquepaque Plaza) and regional activity centers (i.e. University of Houston) as well as connection to transit access. • Review existing circulation patterns (cars, bikes, pedestrians) and make recommendations to improve travel patterns.
