Specifications include, but are not limited to: 1. Enter into a Partnership Agreement with Harris County Department of Education (HCDE) detailing the terms and conditions of Proposer’s provision of child care services in the Early Head Start (EHS) program. 2. Adhere to the EHS program requirements as mandated by HCDE and the United States Department of Health and Human Services; 3. Serve low-income families located in one or more of the following east and northeast Harris County zip codes: 77520, 77521, 77522, 77523, 77530, 77015, 77062 (within the city of Houston only), 77598, 77059, 77532, 77536, 77503, 77505, 77547, 77029, 77336, 77338, 77346, 77396, 77571, or 77049 4. Operate a full day/full year program as defined by HCDE and EHS; 5. Obtain and appropriately assess criminal history record information for each employee, volunteer, or contractor, as required by the Texas Department of Family and Protective Services (DFPS) Child Care Licensing Division, prior to conducting business with any employee, volunteer or contractor; 6. Hire qualified teachers and ensure teaching staff attend all classes and complete all requirements necessary to obtain an Infant-Toddler Child Development Associate (CDA) Credential within twelve months from beginning services; 7. Maintain a teacher-child ratio of one teacher for every four children for a maximum group size of eight children per classroom; 8. Maintain daily performance and attendance reports and submit such reports to HCDE on a monthly basis; 9. Participate in required orientation, ongoing training, and meetings as deemed necessary by HCDE and EHS.
