Specifications include, but are not limited to: This SOW lists out the major tasks and subtasks currently envisioned to provide this service. The Consultant may submit alternatives to this task breakdown and an alternative timetable as outlined in Section 7.1, Deliverables, with their quote. 3.1 Task 1 – Kick Off Meeting 3.1.1 The Consultant shall schedule an initial meeting with ARR to discuss the process and tasks to be performed to include key personnel to confirm services provided, methodology, project timelines, and project deliverables. 3.1.2 During the meeting, the City and the Consultant shall finalize the list of public and private solid waste collection operators that will be researched. The City will have the final approval of the list. 3.2 Task 2 – Study Requirements 3.2.1 Subtask 1 – Data Collection The Consultant shall collect data from the public and private solid waste collection operators as listed below and outlined in more detail in Attachment B. The Consultant may add data as identified during their analysis as relevant to the scope. However, the Consultant shall focus on: A. Sustainability programs and goals; B. Breakdown of fees associated with programs and goals and what those fees cover; C. Zero Waste commitments; D. Landfill diversion goals; E. Organizational structure of solid waste departments and programs; F. Funding resources of those departments and programs (tax or other revenue sources); G. Number of employees and employee benefits; H. Median household income; I. Population: Residential population of jurisdiction; and J. Waste diversion: Percentage diverted. 3.2.2 Subtask 2 – Comparison and Evaluation The Consultant shall compare data collected from subtask 1 to ARR’s information and prepare recommendations to ARR. These recommendations include, but are not limited to: A. Areas the City can reduce costs; B. What standardized methodology can be used to benchmark rates of other utilities; C. Summary of analysis and where the City ranks according to the other public and private solid waste collection operations; and D. Metric for rate increases.
