Specifications include, but are not limited to: 31.2.1 The Contractor shall provide testing services based on the professional guidelines for developing written examinations advocated by the American Psychological Association (APA), and in accordance with the federal Uniform Guidelines on Employee Selection Procedures (UGESP); 31.2.2 The Contractor shall submit a written proposal outlining in detail the services it provides, and a work plan for developing each exam. Included should be a list of personnel that will be assigned to the project, and the percentage of each person’s time that will be allotted for the project. Any portion of this contract that is to be subcontracted shall be noted in the written proposal; 31.2.3 The Contractor shall perform all services to the satisfaction of the Civil Service Director (Human Resources Director); 31.2.4 The Contractor shall prepare examinations in a manner that ensures the strictest confidentiality regarding all aspects of the process; 31.2.5 The Contractor shall submit a list of clients for which entrance and/or promotional exams have been prepared; 31.2.6 The Contractor shall litigate consulting and expert testimony must be provided as and when needed, to be compensated at a pre-determined hourly rate; 31.2.7 The Contractor shall perform all services required and represent that all its employees or associates are fully qualified to perform the services described herein. Such services will be performed in accordance with the ordinary reasonable standard of care and due diligence normally practiced by recognized professional firms in performing services of a similar nature, under similar circumstances; 31.2.8 The Contractor shall agree to allow the City to continue utilizing testing services, if necessary beyond the date of any termination of expiration of any contract resulting from this RFP. The City agrees to pay for examinations as and when needed, and compensate the successful Contractor at the rate listed in the contract for services that comply with the provision of the contract. This is to allow for continuity of testing during a transition period if a new/additional Contractor is selected as a result of a future RFP process.
