Specifications include, but are not limited to: A Consultant to assist in the Grant Development and updating of a Hazard Mitigation Action Plan (MAP) that complies with Texas Division of Emergency Management (TDEM) and FEMA. 1. An open public involvement process is essential to the development of an effective plan. In order to develop a more comprehensive approach to reducing the effects of natural disasters, the planning process shall include: a. Opportunity for the public to comment on the plan during the drafting stage and prior to plan approval b. Opportunity for neighboring communities, businesses, academia and other private and non-profit interests to be involved in the planning process c. Review and incorporation (if appropriate), of existing plans, studies, reports and technical information 2. Plan content: the plan shall include the following: a. A FEMA-approved hazard mitigation grant is required in order to develop the plan and the awarded consultant will have expertise in developing both Hazard Mitigation Assistance (HMA) plans and grants. b. Documentation of the planning process used to develop the plan: how it was prepared, who was involved in the process and how the public was involved
