Specifications include, but are not limited to: HCDE Board of Trustees is seeking statements of qualifications for Board Legal Services for Harris County Board of Trustees only and not HCDE Administration. The selected firm must be qualified and demonstrate competency of the laws and policies that govern a county school district in the State of Texas. The services required of the Board legal counsel engaged by HCDE Board of Trustees may require having significant and extensive expertise and experience in one or more legal areas of practice outlined below. a. Board matters – Provide legal advice to the HCDE Board of Trustees on Board-related matters. Attend regular and called board meetings as requested. Advise the Board on superintendent contract, Level 3 grievance hearings, Board policy, and the like. Expertise regarding the Texas Open Meetings Act is essential. Experience with Robert’s Rules of Order is preferred. b. Litigation – Provide legal representation in defending and suing on behalf of HCDE Board in matters under the jurisdiction of federal and state courts. Knowledge and experience with governmental immunity is preferred. c. Trainings – Provide trainings and professional development on school-law topicsto the Board of Trustees. Firms should detail their experiences providing trainings and include the topics on which their attorneys have provided trainings in the past.
