II. Scope of Services The City of Boerne seeks a consultant to provide the following services: 1. Strategic Planning and Consultation ▪ Analyze current benefit offerings and compare them with industry benchmarks. ▪ Develop short- and long-range innovative employee benefit goals and strategies. ▪ Recommend plan design improvements and cost-containment strategies. ▪ Provide guidance on healthcare, wellness programs, and retirement plan trends. ▪ Partner to effectively manage the performance of vendors that provide insurance or related services. 2. Benefit Plan Procurement and Renewal Management ▪ Assist with RFP processes for insurance carriers and benefit service providers. ▪ Negotiate renewal rates and terms with vendors. ▪ Conduct annual reviews of plans, ensuring regulatory compliance and competitiveness. 3. Employee Communication and Education ▪ Work closely with the Human Resources team to develop and execute the benefits communication strategy. ▪ Conduct employee meetings, webinars, or workshops to explain benefit changes or new offerings. ▪ Partner with the City’s HR Department in the administration of all group insurance plans including responding to questions from and providing information to staff and providing other benefits-related advisory services through the plan year. ▪ Assist with the implementation and communication of new programs or changes to existing programs which may include attending and presenting information at Open Enrollment meetings when requested. ▪ Assist and Participate in the City’s Annual Health & Wellness Fair 4. Compliance and Regulatory Guidance ▪ Ensure all benefit plans comply with federal, state, and local regulations, including the Affordable Care Act (ACA), HIPAA, and other applicable laws. ▪ Provide updates on relevant legislative changes that impact employee benefits. 5. Reporting and Data Analysis ▪ Provide detailed reporting on plan performance, employee utilization, and cost trends. ▪ Use data analytics to recommend adjustments that optimize cost and employee satisfaction.
