Specifications include, but are not limited to: The purpose of this solicitation is to seek interested and qualified parties that can provide animals identification microchips for use throughout the Dallas Animal Services. -Animal ID microchips 45,000 Each 1. Microchips shall be 134.2 kHz frequency and ISO compliant. ISO is the International Organization for Standardization. 2. Microchip shall have anti-migration technology that forms a bond with an animal’s subcutaneous tissues to help prevent migration. 3. Microchip shall be a loaded into a single use syringe with a 1 piece beveled sterile single use 12-guage needle provided in a peel pack, fully disposable sealed package that will remain sterile for 5 years. 4. Microchip shall include a plastic ID tag that is embossed with the pet’s unique microchip number and the phone number to contact a national database center. 5. Microchip shall include a lifetime registration in a National Pet Recovery system at no additional cost. The pet owner should be able to access their information after adoption from Dallas Animal Services (DAS) any time 24 hours a day/ 7 days a week via a link on a website designated and hosted by the awarded vendor for this purpose at no cost for the life of the canine or feline. Each box of microchips shall be scanned to the vendor software prior to shipment to DAS; that information is linked to each microchip number making the chip traceable to DAS. 7. Microchips shall be packaged to contain the following for each animal: a) The syringe or injector handle to implant the chip with the chip in the needle. b) Each microchip should be marked with an expiration date. c) The collar ring and plastic tag that is embossed with the microchip number and national pet recovery phone number. d) Barcode stickers including the microchip number 8. Microchip enrollment information forms must be provided to DAS upon request at no additional cost to DAS. 9. Pet owners shall receive a microchip registration document, either electronically or via mail, from the vendor that contains all relevant information about their pet’s microchip including: microchip details, pet information, pet owner detail, and shelter information. 10. Microchip shall be able to be detected and read by current industry standard scanners when used by shelters and clinics–subcutaneous and inter scapular. 11. Each microchip shall provide each animal owner an annual membership that includes the following, at no additional cost, for the lifetime of the pet: a) Online access to animal owner information. b) Ability to report a lost pet or found pet online c) Ability to create personalized “Lost Pet” poster that can be emailed or faxed to shelters and veterinary clinics. d) Optional discounted Pet Insurance for adopter of the pet (to be paid by pet adopter). Other programs/services associated with the microchip and database includes: a) The vendor must be able to initiate automatic uploads of the adopter’s information through our database, Chameleon, into the national database at no charge to the city with no intervention required on the part of DAS staff. b) Vendor must register all microchips uploaded by DAS, whether vendor supplied or not.
