Specifications include, but are not limited to:The scope of services shall include various services including a comparative market analysis of the current aeronautical ground and facility (e.g. box hangar and t-hangar) lease rates at Georgetown Municipal Airport (KGTU); recommendations for modifications to the existing aeronautical ground and facility lease rates and provisions; an analysis of non-aeronautical leasing rates and provisions: the recommendation of a non-aeronautical leasing rate and general provisions; airport use by Government Agencies for non-aeronautical purposes survey for the Georgetown Municipal Airport. The City of Georgetown (“Owner”) isthe owner and operator of the Georgetown Municipal Airport. A. Provide a comparative market analysis that demonstrates how Georgetown Municipal Airport’s aeronautical ground lease and facility lease rates (box hangars and t-hangars) and provisions compare to other airportsin the Greater Austin Area. 1. This analysis shall include up to eight (8) other airports in the Greater Austin Area. The airports will be selected with the consultation and approval of the Owner. 2. The analysis shall focus specifically on ground lease, box hangar lease, and T-hangar lease rates and provisions at the comparative airports. 3. The analysis shall document and consider the various factors at each airport that affect lease rates. For ground leases this will include items such as the pre-existing presence of aeronautical and non-aeronautical access related infrastructure (taxiways and roadways), the availability of utilities, and constructability of the available site. For box hangar and t-hangar facilities, this will include items such as facility age, condition, finishes/improvements, and door height. B. Completion of this comparative market analysis shall include the following minimum task requirements: 1. Review KGTU’s documentation and real estate inventory including: a. Review the recently updated Master Plan, Rules and Regulations, and Minimum Standards, the 2013 Business Analysis and any documented Lease Policy, Leasing Guidelines or other governing documentation relied upon by KGTU with respect to their current letting practices. b. Review a sampling of current leases, their lease rates and terms, permitted uses, rate escalations and/or other salient lease provisions to understand KGTU’s current lease standards and prevailing terms. c. Physically inspect and evaluate the attributes and characteristics of KGTU’s current inventory of improved and unimproved land designated for aeronautical use and unimproved land designated for future nonaeronautical use so market comparisons can be made.
